Theoretically, yes - but if your van was not manufactured with the connections in place, you may be better to look for one of the portable designs.
Washing machines - even small ones - are heavy beasts,even heavier when full of water, and if the static was not intended for one at the time of manufacture, the floor may need re-inforcing to take the weight and the vibration when spinning - and you may need extra supports underneath.
You will have to arrange for the connections to be added, or find a way of getting the water in (water out can be by a hose to the sink. Very messy if the hose slips).
